The Italian Government sins in transposing the EU Directive 2018/2002 and the Lombardy Region takes a position on remote reading systems
With the Legislative Decree 73/2020, the Italian Government has implemented the EU Directive 2002/2018.
In doing so, it has not pronounced itself in relation to recital 33 of the Directive which asks member states to express their opinion on the definition of remote reading, including or not mobile reading technologies (walk-by and drive-by).
In addition to opening a possible infringement procedure, it leaves a regulatory void that gives the message that technological development is not the main road to energy efficiency.
It goes in the RIGHT DIRECTION…with the new norm they change:
- the definition of plant
- heat generators replacement rules
- energy efficiency controls
- some rules on TERMOREGULATION and ACCOUNTING
- obligations of installation companies
- responsibility of the maintainer
- plant inspection mode
- plant naming.
The new definition of “REMOTE READING” has been added:
“automatic reading with remote data transmission through the internet data network, also mobile, or other means of computer transmission that uses technologies with fixed AMR (Automatic Meter Reading) systems; walk-by and drive-by mobile reading systems are NOT considered suitable for remote reading”
